Pick pocketing

This use to be one of my primary means of income, however on page 94, it says that pick pocketing is no longer allowed? Any reason why this is the case?

There are no mechanics for it ingame.

Many states / provinces have laws prohibiting such acts (even if it's just a game).

I heard of a game (I cant remember which) that used clothespins as a mechanic for pick pocketing. The thief would attach the clothespin to the item he wanted to steal, for instance a coin pouch, and then inform the nearest game marshal that he had done so. The marshal would go to the victim and if the clothespin was still present on the item the thief had stolen it.

Now it's a lot easier to put a clothespin on a pouch than to pick pocket a pouch, but adding in a bit of buffer time to go and find a marshal sort of evened things out. It gave the victim and his allies time to notice and remove the clothespin before the marshal arrived.
